Due to his Presidential participation, Truman signed the Rescission Act. 1946 that involved Filipinos who fought in the United States Armed Forces in the Far East (USAFFE) and the Philippine Scouts. This Rescission Act of February 18, 1946, was inserted as part of a much larger bill. During the time of the war,Filipinos were legally American nationals but the Rescission Act of 1946 changed that.The act limited Filipino benefits and stripped the soldiers that were granted citizenship. Later, Truman tried to undo his mistake and adjust the benefits.

The Rescission Act was a devastating act that stripped the Filipino's of a promise. At the time of WWII, Filipinos were legally American nationals because the Philippines was a commonwealth of the United States. Being nationals the Filipinos were granted benefits for those who served in the armed forces. But, on February 18, 1946 congress passed the Rescission Act of 1946, stripping the Filipinos of those benefits. This law designated that Filipinos who served the United States in the Philippine Army and the military forces of the recognized guerrillas shall not be considered to have been in active service. This was the beginning of a long lasting conflict.
